US Congressman. A member of the Republican Party, he served in the US House of Representatives from Wisconsin's 7th district for three consecutive terms from March 1877 until March 1883. Born in Candor, New York he attended the common schools and also the Cortland Academy for one year. He became a clerk in Ithaca, New York and after several years in that business he studied law and was admitted to the bar in July 1854. In January 1855 moved to Hudson, Wisconsin, where he commenced his law practice. He was appointed district attorney of St. Croix County and in the fall of 1860 he was appointed county judge to fill a vacancy. The following spring he was elected for the full term of four years but resigned that office in February 1862. He then served in the Wisconsin State Senate in 1862 and 1863 and as the mayor of Hudson for one year. In 1866 he was elected as judge of the 8th judicial circuit of Wisconsin and reelected in 1872. In 1876 he was elected to Congress for three terms and in 1882 he was not re-nominated to run for a 4th term. After leaving Congress he returned to his law practice in Hudson, Wisconsin and served as a member of the Wisconsin State Assembly in 1887. He died in Hudson at the age of 72. His former home, now known as the Herman L. Humphrey House, is listed on the National Register of Historic Places. (bio by: William Bjornstad)
